The universal implementation of the system of chief information officer (CIO) held by school leaders is an important safeguard to promote educational informatization 2.0. On the basis of reviewing the research and practice of CIO system in primary and secondary schools in China, starting from the new requirements of educational informatization 2.0 on CIO system, this paper analyzes the difficulties and solutions of CIO system by means of literature research, questionnaire survey and on-site interview. The research findings indicate that :(1) since the beginning of this century, China's CIO system in basic education has made some progress and experienced three stages of the beginning, preliminary exploration and rapid development; (2) CIO system is confronted with difficulties in five aspects: ideology, policy support, specific work, personnel training and theoretical research; (3) Establishing the standard system of CIO post competence, improving the daily working mechanism of CIO, exploring the integrated talent training path of CIO, and strengthening the relevant theoretical research of CIO system are effective ways to solve the above dilemma.
