教育强则国家强。数字技术驱动全球变革，数字教育对教育强国建设具有重要赋能意义。放眼世界，各国高度重视数字教育变革，从多个方面谋划布局，积极行动，提升国家教育和人才竞争力。研究旨在通过对国家政策、国际组织报告、重要学术文献、官方权威信息的广泛搜集整理与系统深入分析，整体把握这一世界性趋势，分析各国的战略谋划和行动举措。从国际经验看，各国把提升全民数字素养作为教育变革核心目标，利用数字技术促进教育公平，面向数字时代变革教育内容和模式，积极应对人工智能对教育的颠覆性影响，从国家战略高度系统推进教育数字化转型，开辟发展新赛道，抢占国际竞争新高地。各国教育数字化转型的战略谋划和行动举措，能够为我国以数字教育赋能教育强国提供有益参照。

A powerful education makes a powerful country. Digital technology drives global change, and digital education is of great significance in the construction of a strong country in education. Looking around the world, countries have attached great importance to the transformation of digital education, and have planned and acted positively in many aspects to enhance national education and talent competitiveness. This article aims to comprehensively grasp this global trend and analyze the strategic plans and action initiatives of various countries through extensive collection and systematic in-depth analysis of national policies, reports of international organization, important academic documents, and official authoritative information. Judging from international experience, many countries have taken the enhancement of digital literacy of all people as the core objective of educational change, used digital technology to promote educational equity, transformed the content and mode of education for the digital era, and actively responded to the disruptive impact of artificial intelligence on education. They have systematically promoted the digital transformation of education from a national strategic perspective, opened up a new track of development, and seized an innovation hub in international competition. The strategic plans and action initiatives of the digital transformation of education in various countries can provide useful references for our country to empower education with digital education.
