    我国高校大数据治理体系的 关键要素与优化路径研究 ——基于DEMATEL-ISM的研究视角

高校大数据治理体系的构建与完善是我国高等教育高质量、内涵式发展的重要组成部分,对其关键要素的内涵分析与逻辑梳理为其指导应用实践提供了理论依据与决策遵循。研究以文献分析得出的高校治理体系构建桎梏为出发点,以相关政策文件意涵与专家建议为立足点,从数字化基础设施、大数据治理平台、治理体系保障、教育大数据安全、师生体验反馈这五个维度集成提取出17个关键要素,依据决策实验室分析(DEMATEL)法得出各要素的中心度、原因度与作用关系,依据解释结构模型(ISM)法建立要素递阶层次结构。研究发现,政府监督管控等6个关键要素为根源性要素,具有显著的导向作用;技术创新研发与风险防控机制作为深层次要素调节着治理情境的创设与迭代;高校软硬件系统等8个要素属于中间层与浅层次要素,与使用者直接且深度关联;师生体验评估是最表层要素。进而,研究从治理理念、基础设施、核心技术、应用载体和根本保障五个方面阐述了体系的优化路径,旨在为提升高校科学决策与智慧治理水平提供有益的参考。

The construction and improvement of big data governance system in colleges and universities is an important part of the high-quality and intensive development of higher education inChina. The analysis of its key elements of the system provides a theoretical basis for guiding the application practice. This study starts from the shackles of university governance system construction derived from literature analysis. Then based on the implications of relevant policy documents and experts' suggestions, this study extracts 17 key elements from five dimensions: digital infrastructure, big data governance platform, governance system guarantee, education big data security, and teacher and student experience feedback. According to DEMATEL method, the centrality, causality and relationship of each element are derived and the hierarchical structure of elements is established based on ISM method. It is found that six key elements, such as government supervision and control, are root factors and play a significant guiding role. Technology innovation, research and development, and risk prevention and control mechanism regulate the creation and iteration of the governance situation as deep-level elements. The eight elements such as software and hardware system in higher education, are intermediate and superficial elements, which are directly and deeply related to users. Assessment of the faculty and student experience is the most superficial element. Furthermore, this study elaborates the optimization path of the system from five aspects of governance concept, infrastructure, core technology, application carrier and fundamental guarantee, aiming to provide useful references for improving scientific decision-making and intelligent governance in universities.
