自教高〔2015〕3号文件发布以来,在线开放课程教学质量认定标准的研制引起了各高校、专家学者的普遍关注。本研究采用混合研究法,对甘、陕、豫三省31所高校在线开放课程引入及教学质量认定现状进行了调查研究。调研结果显示:在线开放课程的引入已成为各高校推动课堂教学革命,促进高等教育内涵式发展的重要举措;不同层次、不同类别高校对在线开放课程类型、规模等的需求呈现出多样化趋势;受评价机制、学习空间、学生自主学习能力等因素的制约,在线开放课程与人才培养方案的融合尚处于一种边缘性、浅层次状态;制定统一的在线开放课程教学质量认定标准对在线开放课程的建设及发展具有重要的指导作用;制定符合各高校实际的在线开放课程教学质量认定标准,既有利于实现课程提供者与使用者之间的供需匹配,也有利于促进高校在线开放课程的供给侧改革。最后,针对高校在线开放课程教学质量认定标准的研制和实现在线开放课程与人才培养方案的深度融合,本研究结合半结构访谈所获得的质性数据,提出了相应的对策。

Since the release of the document No. 3 (2015) by the Department of Higher Education of the Ministry of Education, the development of teaching quality standards of online open courses has attracted the attention of all universities, experts and scholars. In this study, a mixed method is adopted to investigate the introduction of online open courses and the status quo of teaching quality in 31 universities in Gansu, Shaanxi and Henan. Research results show that the introduction of online open courses has become an important measure for universities to promote classroom teaching revolution and the connotative development of higher education as well. Colleges and universities of different levels and different types have diversified demands on the type and scale of online open courses. Restricted by the evaluation mechanism, learning space and students' independent learning ability, the integration of online open courses and talent training programs are still at a marginal and shallow level. It is important to establish unified standards for teaching quality of online open courses to guide their construction and development. To establish the standards for teaching quality of online open courses in accordance with the actual conditions of colleges and universities is conducive not only to match supply and demand between course providers and users, but also to promote the reform of supply side of online open courses in colleges and universities. Finally, aiming at the development of teaching quality standards for online open courses in colleges and universities and the deep integration of online open courses and talent training programs, this study proposes corresponding countermeasures based on the qualitative data obtained from a semi-structured interview.
