New media has become a common tool for minors to live and learn, and "learning powered by technology" is an important way for future education. Based on the survey of minors' new media use, this paper analyses the cost-effectiveness of learning powered by technology from learners' perspective. The analysis is carried out from two aspects: new media use and factors affecting learning powered by technology, and tries to provide a new perspective for cost-effectiveness analysis of learning powered by technology. On this basis, four ways to maximize the cost-effectiveness are put forward: one is to promote the development of learning powered by technology by stimulating the self-education motivation of minors. The second is to improve the technical literacy of learners and the whole society and remove the obstacles of learning powered by technology. Third, it is necessary to establish a purification and standardization mechanism to strengthen the social benefits of learning powered by technology. Finally, it should be applied to education during the saturation period of the diffusion of emerging technologies, so as to improve the comprehensive benefits of learning powered by technology.
