手机能否进课堂是一个经年累月的焦点话题,直到教育部再次出手明令禁止手机进课堂。基于多源流理论并根植于中国的教育政策环境,通过系统考察禁止手机进课堂政策的内在逻辑,展现出以问题源流为基础、政策源流为依据、政治源流为环境的动态嵌套,阐释了手机进课堂何以成为焦点议题、政策共同体如何发挥作用以及政治层面如何体现国家意志,从而共同促成了禁止手机进课堂政策的出台。此外,对新政的认识还需从学校、教师、家长以及学生多角色立场考察其利弊。新禁令的出台,有利于学校营造风清气正的校园环境,使教师课堂管理至少不再受手机干扰,降低家长对学生手机成瘾的担心,有助于学生更加专注课堂学习。因此,禁止手机进课堂大有必要。


【英文摘要】:

Whether mobile phones should be allowed in the classroom has been a perennial topic until the Ministry of Education(MOE) once again issued an explicit ban on it. Based on multi-stream theories and rooted in China's education policy environment, this paper systematically examines the internal logic of the policy on banning mobile phones into the classroom, shows the dynamic nesting based on the issue sources, policy sources and political sources, and explains why mobile phones in the classroom become a focus, how the policy community functions and how the political level reflects the will of the state, which together leads to the introduction of the policy on banning mobile phones into the classroom. In addition, it is necessary to understand the pros and cons of the new policy from the standpoint of schools, teachers, parents and students. The introduction of the new ban will help the school to create a clean campus environment, make classroom management at least free from the interference of mobile phones, reduce parents' concerns about students' addiction to mobile phones, and help students to focus more on their studies in class. Therefore, there is a great need to ban mobile phones into the classroom.
