    教育数字化转型背景下首席信息官的职能分析与实践建议

以教育数字化支撑引领教育现代化,推动教育的高质量发展成为教育改革的时代命题。在教育数字化转型中,首席信息官的作用不可忽视。然而,首席信息官却存在着“价值与意义认识不足”“角色认知存在偏差”等问题,使其职能难以发挥实效。如何明确首席信息官的职能定位,发挥其能动作用,引领教育数字化转型,成为亟待解决的问题。针对此问题,文章采用国际比较与本土建构相结合的方法,立足教育数字化转型背景分析首席信息官面临的挑战、反思首席信息官职能,并提出:首席信息官应整合相关职能,发挥在教育数字化转型中的引领作用;把握转型理念,引领教育数字化转型的创新实践;变革管理机构,丰富教育数字化转型的组织形式;优化人机关系,体现教育数字化转型的人本导向。最后,文章对首席信息官提出以下实践建议:从教育数字化转型视角审视职能,面向实践赋予新内涵;构建教育数字化转型实践共同体,以数字化转型助推教育创新发展;面向学校发展需求,因地制宜探索教育数字化转型的机制创新;引导师生形成丰富多元的人机关系,提升教育数字化转型的育人效果。


【英文摘要】:

Leading the modernization of education with the support of education digitalization and promoting the high-quality development of education have become the propositions of education reform. In digital transformation of education, the role of the chief information officer(CIO) cannot be ignored. However, in the development of CIOs, there are some problems such as "insufficient understanding of value and significance" and "deviation in role recognition", which makes CIOs difficult to function effectively. How to clarify the functional positioning of CIOs and give full play to their dynamic roles to promote the digital transformation of education has become an urgent problem to be solved. To address this issue, this paper adopts the method of combining international comparison and local construction, analyzes the challenges faced by CIOs and reflects on the functions of CIOs based on the background of digital transformation of education. It is suggested that CIOs should integrate relevant functions and play a leading role in digital transformation of education, grasp the concept of transformation and lead the innovative practice of digital transformation of education, change the management institution to enrich the organizational form of digital transformation of education, optimize human-machine relationship and reflect the humanistic orientation of digital transformation of education. Finally, this paper puts forward the following practical suggestions for CIOs: to examine the functions from the perspective of digital transformation of education, and endow them with new connotations for practice; to build a community of practice of digital transformation of education, and promote education innovation and development through digital transformation; to meet the needs of school development, and explore the mechanism innovation of digital transformation of education according to the local condition; to guide teachers and students to form a rich and diversified human-machine relationship, and improve the educational effect of digital transformation of education.
