In the context of implementing "Education Informatization 2.0 Action Plan", information technology is used to carry out precision teaching reform and to teach students in accordance with their aptitude, effectively solving the contradiction between the scale in class teaching system and personalized teaching needs. Precision teaching supported by information technology, as a result of its unique advantages in formulating precise teaching objectives, developing precise teaching practices, conducting precise teaching interactions, and implementing accurate teaching evaluation, has become a breakthrough in regional teaching reform to improve the quality of education. Based on the in-depth study of precision teaching theory, this paper puts forward the theoretical framework of precision teaching. At the same time, taking Lishui City's basic education reform as an example, three specific measures for implementing the practice of regional precision teaching reform: constructing the "GUCS" collaborative innovation mechanism to promote the whole-area precision teaching reform; implementing the "construction-building" promotion model to build the information platform of precise teaching reform; establishing a process-oriented performance evaluation system, and developing a precise teaching model that combines network teaching and research. And good results have been achieved in the reform.
