    新时代教育信息化的供给侧改革 ——市县级需求与问题的分析视角

中国的教育现代化需要教育信息化来全面推动。全国各市县的教育信息化工作至关重要,既要落实国家、省级对教育信息化建设的整体部署,更要结合辖区不断变化的教育发展需求,具体推进教育信息化服务供给。因此,新时代的市县教育信息化工作,应该以需求和问题为导向,一方面,通过打通需求反馈通道、丰富需求结构、提升政府顶层设计能力和优化经费投入结构,来适度扩大市县的教育信息化总需求;另一方面,应实施适合市县的教育信息化解决方案(供给侧)、规范采购供给流程、加强教育数据治理和创新制度机制,来推进政府及教育部门层面的供给侧改革,进而引导企业等社会力量找准自身的供给侧定位,推进信息技术与教育教学的融合创新,推动教育现代化,办好人民满意的教育。


【英文摘要】:

The educational modernization in China needs to be fully promoted by educational informatization. The implementation of educational informatization in cities and counties is very important. Cities and counties should not only take the comprehensive deployment of the nation and provinces into consideration, but also provide their services according to the changing needs of educational development in their areas. Therefore, in the new era, the construction of educational informatization in cities and counties should be oriented by demands and problems. On one hand, it is necessary to expand the aggregate demand of educational informatization in cities and counties through getting through the demand channel, enriching the demand structure, improving the government's top-level design ability, and optimizing the investment structure of funds. On the other hand, it is essential to implement educational informatization solutions suitable for cities and counties, standardize purchasing process, strengthen the governance of educational data, and innovate mechanisms for the purpose of promoting supply-side reforms at government and education sector level, thus further guiding social forces such as enterprises to find their own supply-side positions to promote the innovative integration of ICT and education, accelerate educational modernization, and improve the quality of education.
