The evaluation index system of comprehensive quality for primary and secondary school students, as a gauge used to support education evaluation in the information environment, is of great significance to promote the in-depth integration of information technology and quality evaluation. In view of the lack of research in the field, this paper firstly puts forward a basic evaluation model through literature and case analysis, extracts the effective first-level, second-level and third-level indicators and observation points, and forms the preliminary framework of the index system. Then, taking Shunde District of Foshan City as an example, this paper conducts two rounds of screening for the third-level indicators and students' behaviors by means of teacher questionnaires and interviews. Experts are consulted through Delphi method for two rounds and the indicators are weighted. Finally, a complete evaluation index system has been established. This system includes five first-level indicators of ideological and moral quality, academic performance, physical and mental quality, aesthetic quality and innovative practice quality, 14 second-level indicators, such as moral quality and civic literacy, and 35 third-level indicators and students' behavior, which integrates the evaluation of all sections of primary and secondary schools, 21st century skills and information application elements. Therefore, this system is forward-looking, universal and customizable, which reflects the personalized evaluation. The effects of the preliminary application of this index system are good. It can be used as the standard for the integrated evaluation of primary and secondary school students' comprehensive quality and the development and application of evaluation tools to promote the innovation and development of educational informatization evaluation.
