教育政务数据开放共享是国家数据开放战略的重要组成部分。当前我国教育政务数据开放共享仍面临数据质量不高、共享程度低、机制不健全等现实难题,亟待建立数据开放共享的保障机制。研究借鉴TOE理论、开放数据通用框架及多元公共行政观,从政策、法律和技术三个核心维度,构建了涵盖三个保障核心、三大应对机制、五个保障主体、N种保障技术的教育政务数据开放共享保障框架,并从政策制定、法律完善、技术优化三个层面设计了教育政务数据开放共享的保障路径,以期破解、消除教育政务数据开放共享过程中的困境和难点,助力国家教育治理体系和治理能力现代化。


【英文摘要】:

The open sharing of educational government data is an important part of the national data opening strategy. At present, China's educational government data open sharing is still facing some practical challenges such as low data quality, low sharing degree and imperfect mechanism, and it is urgent to establish a guarantee mechanism for data open sharing. Based on TOE theory, the general framework of open data and the concept of pluralistic public administration, this paper constructs an open sharing guarantee framework of educational government data, including three guarantee cores, three response mechanisms, five guarantee subjects and N guarantee technologies from three core dimensions of policy, law and technology. In addition, this paper designs the guarantee path of open sharing of educational government data from three dimensions of policy formulation, legal improvement and technological optimization, in order to solve and eliminate the dilemmas and difficulties in the process of open sharing of educational government data, and help modernize the national educational governance system and governance ability.
