    中小学首席信息官(CIO)胜任力模型构建研究

中小学CIO是学校信息化发展的领导者、促进者,也是推进教育数字化转型的中坚力量。针对当下对中小学CIO胜任力结构要素认识模糊的实际,文章在梳理我国中小学CIO胜任力模型研究现状的基础上,综合应用行为事件访谈、专家意见咨询、问卷调查等研究方法,构建了中小学CIO胜任力模型,并通过多元回归分析对模型进行了验证。研究发现,中小学CIO胜任力模型包括管理实践、意识思维、个性特质三个胜任特征群,涵盖信息化发展规划能力、规范化运行能力、组织协调能力、合作精神、信息化创新意识、积极的反思、信息化战略思维、分析判断、前沿跟踪、成就动机、主动性、灵活性、自信心、责任感等14项胜任特征。


【英文摘要】:

The CIO of primary and secondary schools is the leader and promoter of the development of school informatization, and also the backbone of promoting the transformation of digital education. In view of the fact that there is a vague understanding of the structural elements of the competency of CIO in primary and secondary schools, this paper constructs the competency model of CIO in primary and secondary schools by comprehensively applying behavioral event interview, expert opinion consultation, questionnaire survey and other research methods on the basis of combing the current research status of the competency model of CIO in primary and secondary schools, and verifies the model through multiple regression analysis. It is found that the CIO competency model in primary and secondary schools includes three competency groups: management practice, conscious thinking, and personality traits and covers 14 competency characteristics, such as informatization development planning ability, standardized operation ability, organization and coordination ability, cooperation spirit, informatization innovation awareness, positive reflection, informatization strategic thinking, analysis and judgment, frontier tracking, achievement motivation, initiative, flexibility, self-confidence, and sense of responsibility.
