The rapid development of virtual reality (VR) technology has prompted researchers to investigate its innovative applications in the field of education. However, there is still a lack of research and effect evaluation of the integration of the characteristics of VR technology and teaching theory. In view of the limitations of this study and the specific needs of traffic safety education for children in China, this paper systematically designs the exploratory traffic safety education mode supported by virtual reality technology, and analyzes how to apply the principles of inquiry learning, such as authenticity, open exploration, key decisions, problem space and expert feedback, to the design of context, task, interaction and feedback of virtual reality learning environment. In order to further examine its teaching effect, this paper conducts a quasi-experimental study to analyze the learning performance and experience of 79 children quantitatively and qualitatively from three primary schools in urban, suburban and rural areas in Hubei province. The results indicate that the learning environment can effectively diagnose and improve children's dangerous road behaviors, such as crossing the road when the green light flashes, not checking traffic conditions, and the urban and rural environment and grade level have no significant effect on children's traffic behavior performance and learning effect. The results have certain references for reforming the mode of traffic safety education for children in China and improving the quality of education as well.
