With deepening of the globalization and wide application of the new generation of information technology, borderless education and borderless learning, as a kind of concept and practice, have gradually come into being. This paper aims to reveal the transformation logic from borderless education to borderless learning in the process of globalization of higher education. Through reviewing and analyzing the relevant literature, it is found that the transnational higher education practice originally aiming at promoting the service trade of higher education has gradually established a vision for the globalization of higher education, that is, to establish the organization and institutional system of borderless education and to construct the technology and resource system supporting borderless learning. In order to realize the vision of globalization of higher education, it is necessary to establish a borderless education system and institution open to the educational needs of all people, and meanwhile to deal with the relationship between face-to-face teaching and new learning pattern based on the new generation of information technology, so as to realize the inherent pursuit of education to promote the all-round development of people.
