The "Information Technology Curriculum Standard for High School (2017 Edition)" ("new curriculum standard" for short) has been released for more than a year. Compared with the old curriculum standard, the educational concepts, curriculum content and teaching methods presented by new curriculum standard have undergone great changes. In order to clarify the teachers' understanding of the new curriculum standard and the conditions of implementing the new curriculum standard, a questionnaire is constructed to investigate information technology teachers' understanding of the new curriculum standard in high school. Teachers in Jiangsu, Hainan, Zhejiang, and Tianjin have been investigated from four dimensions, namely, teachers' interests and attitudes, perceived ability basis, school's hardware facilities and faculty, and willingness to offer courses. The results show that there are significant differences in teachers' understanding of different modules in the new curriculum standard. Shortage of faculty and hardware are the biggest factors affecting the willingness to offer course. Therefore, the effective implementation of the new curriculum standard requires the cooperation of multiple subjects to explore a systematic scheme for constructing conditions, esp. the conditions for faculty and hardware. The educational value of information technology curriculum should be understood correctly from the perspective of national development strategy so as to provide the corresponding system guarantee for course implementation.
