Based on the theory of POA and the empirical study, it is found that the flipped classroom teaching model of college English listening and speaking can be constructed by a three-step teaching process of "driving -- facilitating -- evaluation". This new model can effectively transform the input material from the received knowledge to the output knowledge, in which the scenarios are presented by micro-video, and the task requirements are proposed to drive students to complete their knowledge output, and students' output are evaluated in classroom interactions. The construction of this flipped classroom teaching mode in college English listening and speaking can truly promote the comprehensive abilities of Chinese college students, so as to achieve the ultimate goal of in-depth combination of teaching means and education.
