教育数据要素的高效流通是实现教育数字化转型的重要驱动力,然而实践中面临教育数据要素流通信任性阻滞、系统性梗阻和制度性藩篱等多重困境。为此,研究聚焦构建教育可信数据空间治理框架,该框架遵循“安全可控—价值共创—生态开放”三大核心原则,支持贯通数据源层、传输处理层、中间服务层、数据控制层与数据应用层的数据全流程管控,建立覆盖教育数据全生命周期的标准化体系。在此治理框架基础上,构建覆盖基础设施、安全保障、场景驱动及人才支撑的协同治理体系,通过可落地的实践路径打通理论与现实的鸿沟,以期能够有效平衡隐私保护与数据治理之间的价值张力,为实现跨区域教育数据要素流通提供系统性的治理方案与理论支撑。


【英文摘要】:

The efficient circulation of educational data elements is a crucial driving force for realizing the digital transformation of education. However, in practice, it faces multiple dilemmas such as trust-related obstacles, systemic blockages, and institutional barriers. To address these issues, the study focuses on constructing a governance framework for trustworthy data spaces in education. This framework adheres to three core principles: security and controllability, value co-creation, and ecological openness. Additionally, it supports the full-process management of data across the data source layer, transmission and processing layer, intermediate service layer, data control layer, and data application layer, and establishes a standardized system covering the entire lifecycle of educational data. Based on this governance framework, a collaborative governance system covering infrastructure, security safeguards, scenario-driven approaches, and talent support is constructed. Through practical and feasible pathways, the gap between theory and reality is bridged, aiming to effectively balance the value tension between privacy protection and data governance. This offers a systematic governance solution and theoretical support for the cross-regional circulation of educational data elements.
