    韩国中小学数字教材审定制度及其对我国的启示

数字教材内容形态的丰富性与结构功能的复杂性,使其质量保障问题显得尤为重要。完备的审定制度是保障数字教材质量的重要依托。韩国作为较早建设和应用中小学数字教材的国家之一,自2002年起,以“政策引领—概念优化—法律保障”的逻辑,构建了系统的数字教材审定体系,在审定依据、标准、主体与运行机制等方面颇具特色。研究围绕“审定依据是什么、审什么、谁来审、怎么审”四个核心问题,梳理总结了韩国中小学数字教材审定制度的关键特点。结合我国数字教材审定面临的现实挑战,研究提出了四点建议,包括明确数字教材定位,完善审定目标与法律保障;建立国家统筹框架,细化多维审定标准;强化技术应用,构建智能化审定与动态优化机制;创建多方参与的协同审定机制,提升审定效率与质量。以期为我国构建科学规范的数字教材审定体系提供参考,助力数字教材的高质量发展。


【英文摘要】:

The richness of the content forms and the complexity of the structural functions of digital textbooks makes the quality assurance of digital textboods particularly important. A comprehensive review system is crucial for ensuring the quality of digital textbooks. The Republic of Korea, one of the early adopters of digital textbooks in primary and secondary education, has developed a systematic review framework for digital textbooks since 2002, guided by the logic of "policy guidance-concept optimization-legal guarantee", which is distinctive in terms of the basis for review, standards, stakeholders and operational mechanisms. This study addresses four core questions: what the basis for review is , what is reviewed, who conducts the review, and how the review is conducted-to summarize the key features of digital textbook review system in Korea. Combined with the practical challenges faced by the digital textbook review in China, this study proposes four recommendations: clarifying the positioning of digital textbooks and improving review objectives and legal safeguards; establishing a national coordinated framework and refining multidimensional review standards; strengthening technological applications and building an intelligent review and dynamic optimization mechanism; creating a collaborative review mechanism involving multiple stakeholders to enhance review efficiency and quality. These recommendations aim to provide a reference for constructing a scientific and standardized digital textbook review system in China, thereby promoting the high-quality development of digital textbooks.
