“人工智能+”教育政策为推动教育创新发展提供系统指引和制度保障。面对生成式人工智能(以下简称GAI)为教育领域带来的机遇与挑战,先行地区已发布若干行动举措,包括构建支持GAI的数字底座、提升适应GAI的师生素养、以场景创新推动GAI应用、健全GAI伦理监管等方面。审视当前政策焦点,必须直面GAI引发的教育范式变革,引导“人工智能+”教育转型从“形”变转向“实”变,不仅寻求规避潜在风险与推动创新应用的平衡,更要高度关注GAI可能加剧的“智能沟”问题,确保公平与质量的同步提升。建议以“渐进—突破”并行的政策创新、“连贯—离散”并存的政策方案、“集约—粗放”并在的行动举措,为“人工智能+”教育新政策的发展提供清晰务实的路向指引。


【英文摘要】:

The "AI+" education policy provides systematic guidance and institutional support for promoting educational innovation and development. In response to the opportunities and challenges brought by Generative Artificial Intelligence (hereinafter referred to as GAI) in education, pioneering regions have released various initiatives, including establishing digital infrastructures to support GAI, enhancing the competencies of teachers and students to adapt to GAI, promoting GAI applications through scenario-based innovation, and strengthening ethical regulation of GAI. A critical review of current policy priorities reveals the necessity of addressing the paradigm shift in education driven by GAI. It is imperative to guide the transformation of "AI+" education from "superficial changes in form" to "substantive shifts in essence". This involves not only balancing the mitigation of potential risks and the promotion of innovative applications but also paying close attention to the "AI divide" that GAI may exacerbate, ensuring simultaneous progress in equity and quality. It is recommended to adopt a clear and pragmatic roadmap for the development of new "AI+" education policies, characterized by "incremental-breakthrough" parallel policy innovation, "coherent-discrete" coexistence in policy design, and "intensive-extensive" integration in implementation measures.
