以数字化赋能基础教育高质量发展,是新时代教育强国建设的战略选择和必由之路。数字化赋能基础教育高质量发展是将数字技术与基础教育的教学、学习、治理、评价等要素深度融合,在育人过程与教育实践中不断优化和创新应用,促进基础教育的均衡、优质、可持续发展。其核心是借助数字技术驱动基础教育治理现代化,由此推动基础教育各要素的结构重组与流程再造,最终实现“五高”的新发展样态。为了克服数字化赋能过程中存在的顶层设计不足、师生数字素养限制、数字技术融入困难、观念与行为障碍等堵点问题,高效推进基础教育高质量发展可以从五个方面入手,包括完善顶层制度设计并强化政策落实、系统化提升师生数字能力与素养、加速数字基础设施建设与技术升级、推进数字化驱动的教育治理现代化、培育数字文化导向的教育创新生态系统。


【英文摘要】:

Empowering the high-quality development of basic education through digitization is a strategic choice and the only way for the construction of an strong education nation in the new era. Digitally enabling the high-quality development of basic education involves the deep integration of digital technology with various elements such as teaching, learning, governance, and evaluation in basic education, continuously optimizing and innovating applications in the educational process and practice, and promoting the balanced, high-quality and sustainable development of basic education. The core is to drive the modernization of basic education governance through digital technology, thereby promoting the structural reorganization and process reengineering of all elements of basic education, ultimately achieving a new development paradigm of "five highs". To overcome the problems in the process of digital empowerment, such as insufficient top-level design, constraints of digital literacy of teachers and students, difficulties in integrating digital technologies, and conceptual and behavioral barriers, and to efficiently promote the high-quality development of basic education,efforts can be made in five aspects, including improving top-level institutional design and strengthening policy implementation, systematically enhancing the digital competencies and literacy of teachers and students, accelerating the construction of digital infrastructure and technological upgrading, promoting the modernization of digitally-driven education governance, and fostering an educational innovation ecosystem oriented towards digital culture.
