    全球视野中的教育数字化转型战略研究 ——基于25份教育数字化转型政策文本的分析

教育数字化转型已成为数字时代全球教育变革的重要突破口,全面认识教育数字化转型的战略动因、目标、路径等基本理论问题,是深入推进教育数字化转型实践的重要基础。文章基于战略计划要素理论建构了包括战略动因、目标、任务、路径、保障五大维度的分析框架,然后采取定量与定性相结合的政策文本分析法,对25份教育数字化转型政策文本进行编码分析,研究结论如下:教育数字化转型的三大战略动因是技术驱动的社会数字化转型、教育内生发展需求及教育系统外部危机问题;三大战略目标是建设高水平数字国家、发展高质量数字教育、培养高水平数字人才;四大战略任务是完善数字环境建设、丰富数字资源供给、探索新型教学模式、提升全民数字素养;战略路径可分为环境建设和资源开发推动、教学变革驱动、人才需求引领三条主要路径;战略保障包括组织管理、政策体系、经费投入。最后对全球视野中的教育数字化转型战略逻辑进行了整体性分析与阐释。


【英文摘要】:

Digital transformation of education has become an important breakthrough for global education reform in the digital era. A comprehensive understanding of the basic theoretical issues such as the strategic motivation, goals and paths of digital transformation of education is an important basis for further promoting the practice of digital transformation of education. Based on the theory of strategic planning elements, this paper constructs an analytical framework including five dimensions of strategic motivation, goals, tasks, paths and guarantee. Then, the policy text analysis method combining quantitative and qualitative analysis is adopted to code and analyze 25 policy texts of digital transformation of education. The research conclusions are as follows: the three major strategic motivations of digital transformation of education are technology-driven digital transformation of society, endogenous development needs of education and external crisis of education system. The three major strategic goals are to build a high-level digital country, develop high-quality digital education, and to cultivate high-level digital talents. The four major strategic tasks are to improve the construction of digital environment, enrich the supply of digital resources, explore new teaching modes, and to enhance the digital literacy for all. The strategic paths can be divided into three main paths: promoting environmental construction and resource development, driving teaching reform, and leading talent demands. The strategic guarantee includes the organization and management, the policy system and the funds investment. Finally, the strategic logic of digital transformation of education in the global perspective is analyzed and interpreted as a whole.
