In the face of the problems of serious redundant construction, poor empowerment effect and insufficient sustainable development, Changning District of Shanghai has adopted a district-wide approach to promote the digital transformation of education. This approach breaks down some of the application silos, system silos and data silos brought about by the "scattered" construction, realizes the data connectivity of regional education, stimulates the vitality of participants and facilitates the development of regional information technology to promote the development of education from quantitative change to qualitative change. A digital base is built to realize the sharing of high-quality educational resources across the entire district. Based on the application and data coherence, the learning situation can be accurately analyzed, and large-scale individualized teaching can be promoted. A co-creation and sharing mechanism is established to empower teachers and achieve sustainable development. By promoting the digital transformation of education in the whole district, the digital literacy of teachers and students have been enhanced, a transformation ecology with shared values and vitality has been constructed, a more equitable and better development of education has been promoted, and a coherent force for the interactive development of education and social life has been formed.
