在我国加快社会主义现代化强国建设的新时代,推动教育数字化转型、实现教育现代化进而助力社会主义现代化强国建设正成为政策焦点。文章采用文本分析方法,研究教育数字化转型政策,分析其生命发展历程及新时代的政策议题,以探寻教育数字化转型政策改革发展的空间与方向。研究发现:从发展历史看,我国教育数字化转型政策经历了萌芽阶段、缓慢发展阶段、规模发展阶段以及战略规划阶段四大发展阶段。进入新时代,政策主要围绕驱动社会经济发展、助力教育强国建设、打造产业化发展机制、构建多元协同治理机制四大议题推动教育数字化转型,但是从实践需求及新时代社会经济教育发展要求来看,在系统性、平提升、个体化需求、伦理道德规范等方面还需要提升政策供给能力。


【英文摘要】:

In the new era of accelerating the construction of a great modern socialist country in China, promoting the digital transformation of education and realizing the modernization of education to help the construction of a great modern socialist country are becoming the focus of policy. This paper adopts the text analysis method to study the policy of digital transformation of education, analyze its life development process and policy issues in the new era, and explore the space and direction of the reform and development of the policy of digital transformation of education. It is found that from the perspective of development history, China's education digital transformation policy has experienced four major stages, namely the infancy stage, the slow development stage, the scale development stage and the strategic planning stage. In the new era, the policy mainly focuses on four major issues to promote the digital transformation of education, namely, driving social and economic development, helping the construction of an education country, creating a development mechanism of industrialization, and building a multi-dimensional engaged governance mechanism. However, from the perspective of practical needs and the requirements of the development of social and economic education in the new era, it is also necessary to improve the policy supply capacity in the aspects of systematicness, level promotion, individualized demands, ethical and moral norms.
