教育数字化转型是新时代构建高质量发展教育体系的重要战略选择。2022年,教育部正式提出实施国家教育数字化战略行动,各地各校积极开展教育数字化转型的实践。但当前部分地区在教育数字化转型实践中存在内涵理解不够深入、政策保障不足等问题。对此,研究立足于教育数字化转型的政策视角,从核心诉求、技术体系和作用机制三个方面阐述了教育数字化转型的内涵特征;从基于普适记录的数据沉淀、基于算法模型的全面计算和基于流程再造的制度重塑三个方面分析了教育数字化转型的基本原理。在此基础上,提出战略规划、数字领导力、价值赋能、关键创新、数字素养和评估评价六大教育数字化转型的政策要素,以期为各地的教育数字化转型实践提供参考和启发。


【英文摘要】:

Digital transformation of education is an important strategic choice for building a high-quality development education system in the new era. In 2022, the Ministry of Education officially proposed the implementation of the national education digitalization strategy initiative, and schools around the country actively have carried out the practice of education digital transformation. However, there are some problems in the current practice of digital transformation of education in some regions, such as inadequate understanding of connotation and insufficient policy guarantee. In this regard, based on the policy perspective, this paper expounds the connotative characteristics of digital transformation of education from core appeal, technical system and functional mechanism, and analyzes the basic principles of digital transformation of education from data precipitation based on universal records, comprehensive computing based on algorithmic models, and institutional remodeling based on process reengineering. On this basis, six policy elements of digital transformation of education are proposed, namely, strategic planning, digital leadership, value empowerment, key innovation, digital literacy, assessment and evaluation, with a view to providing reference and inspiration for the practice of digital transformation of education in various regions.
