促进大数据与教育督导评估融合是大数据时代教育优质均衡督导评估改革的必然选择。针对如何利用大数据技术重构现有督导评估机制,建立与新时代教育督导评估思想相适应的教育优质均衡督导新体系问题,首先,对教育优质均衡内涵、现有督导评估模式存在不足以及教育优质均衡督导评估对大数据应用诉求进行分析,并据此提出面向教育优质均衡的“智慧督导”,认为智慧督导是大数据时代教育优质均衡督导评估新样态,能够增强督导评估的过程性、时效性、全面性、准确性、综合性与科学性。其次,从职能定位、价值取向与体系框架三个方面对智慧督导模型进行设计,并以浙江省T县两所城乡学校作为试点对智慧督导平台进行开发与应用实践。最后,基于实践经验,从制度、理念与素养三个方面提出保障智慧督导深度推进的生态化治理策略:一是要强化适合智慧督导运行的顶层制度设计;二是要塑造面向智慧督导的教育数据治理思维;三是要提升全社会融合大数据的教育评价素养。

Promoting the integration of big data and education supervision and evaluation is an inevitable choice for the reform of the supervision and evaluation of quality and balanced education in the era of big data. To address the issue of how to use big data technology to reconstruct the existing supervision and evaluation mechanism and establish a new system of supervision for the quality and balanced education that is compatible with the idea of education supervision and evaluation in the new era, firstly, the connotation of quality and balanced education, the shortcomings of the existing supervision and evaluation model, and the appeal for big data need to be analyzed. Accordingly, the "intelligent supervision" for quality and balanced education is proposed, and it is believed that intelligent supervision is a new form of supervision and evaluation of quality and balanced education in the era of big data, and it can enhance the process, timeliness, comprehensiveness, accuracy, comprehensiveness and scientificity of supervision and evaluation. Then, the intelligent supervision model is designed from three aspects of function orientation, value orientation and system framework, and the intelligent supervision platform is developed and applied in two urban and rural schools in T County of Zhejiang Province as a pilot. Finally, based on practical experience, this paper proposes ecological governance strategies to ensure the in-depth promotion of intelligent supervision from three aspects: first, the top-level system design suitable for the operation of intelligent supervision should be strengthened; second, the thinking of education data governance oriented to intelligent supervision should be shaped; third, the education evaluation literacy of the whole society integrating big data should be enhanced.
