“三个课堂”作为扎根我国本土实践的信息化促进教育公平方案,其常态化按需应用具有重要意义。通过文献梳理发现,“三个课堂”在推进过程中存在的问题有:地方政府顶层设计、统筹能力较弱;企业在技术、资源、服务方面供需结构失衡;学校应用中管理、考核、激励制度融通差。为破解阻碍“三个课堂”常态化按需应用的困局,在整体性治理理论的协调、整合、责任等策略指导下,运用PPP模式,以满足公众需求服务为行动导向和解决问题为治理逻辑起点,构建其常态化按需应用的推进机制:政府协调与整合多主体目标、职能;企业实施“互联网+教育”软硬件数字底座建设,精准开展信息技术能力培训等服务支持;健全运行机制保障学校因地制宜的创新应用路径。河南省叶县在偏远贫困地区以PPP模式持续推进“三个课堂”常态化按需应用,实践证明PPP模式有效地促进县域教育优质均衡发展。

"Three Classrooms", as an information-based scheme to promote educational equity rooted in China's local practice, is of great significance in its regular and on-demand application. Through literature review, it is found that the problems in the process of promoting "three classrooms" include: weak top-level design and coordination ability of local government; imbalance between the supply and demand structure of enterprises in terms of technology, resources and services; poor integration of management, assessment and incentive systems in school applications. In order to solve the dilemma that hinders the regular and on-demand application of the "three classrooms", under the guidance of coordination, integration and responsibility strategies of the holistic governance theory, the PPP model is used. A mechanism is built to promote the regular and on-demand application of the "three classrooms" to meet the needs of the public service as the direction of action and to solve problems as the logical starting point of governance. The government coordinates and integrates the goals and functions of multiple subjects. Enterprises implement the construction of "Internet + education" software and hardware digital bases, and precisely carry out information technology capacity training and other service support. Operation mechanism is improved to ensure that schools are able to apply innovative paths according to local conditions. In Ye County, Henan Province, the PPP model has been used to promote the regular and on-demand application of "three classrooms" in remote and poor areas. The PPP model has proved to be effective in promoting quality and balanced development of education in the county.
