联合国教科文组织通过制定教育信息化战略发挥自身在对应领域的国际性指导作用。文章采用内容分析法对该组织2021年内先后推出的两版《UNESCO教育领域技术创新战略》进行比较,分析总结了战略的变化趋势、重修动因及有益经验。研究发现,新版战略在研判技术创新价值、增强教育弱势群体数字化受益力度、调动本组织自身职能能动性、深入“教学与学习质量提升”核心等方面更进一步;同时认为,重新回应新冠肺炎疫情大流行引发的教育技术实践转向是促成战略重编的主要动因,新版战略具有的“贯穿‘平权’思维多维向度、探寻主体‘协作’丰富内涵和注重战略实施绩效动态发展”等经验也颇具可借鉴之处。为加速推进我国教育信息化建设的国际化接轨程度,研究从深化数字教育“疫中”定向建设、动态弥合软性数字鸿沟、升级战略领导机构形态、建立战略执行评估公告制度等方面提出了具体建议。


【英文摘要】:

UNESCO plays an international guiding role in the corresponding field by formulating education informatization strategies. This paper uses the content analysis method to compare the two editions of UNESCOTechnology Innovation Strategy in Education launched by UNESCO in 2021, and analyzes and summarizes the changing trends, motivations for revision and beneficial experiences of the strategy. The study finds that the new version has gone further in terms of judging the value of technological innovation, enhancing the digital benefits of disadvantaged groups in education, mobilizing the organization's own functional initiative, and deepening the core of " quality improvement in teaching and learning ". At the same time, it is believed that the shift in educational technology practices in response to the new pneumonia pandemic is the main reason for the reorganization of the strategy. The new version of the strategy is also a good example of "the multidimensional approach of 'equal rights' thinking, the richness of the main body's 'collaboration' and the dynamic development of strategy implementation performance". In order to accelerate the internationalization of China's education informatization construction, this paper puts forward specific recommendations in terms of deepening the "epidemic-in" orientation of digital education, dynamically bridging the soft digital divide, upgrading the form of strategic leadership institutions, and establishing a strategic implementation evaluation announcement system.
