教育与贫困的关系研究脱胎于经济与文化视角的反贫困理论。教育与反贫困研究的历史奠定了教育扶贫的基本思想,指出了教育与贫困在市场结构、人口素质、文化资本、社会政策等四大要素上的关联。我国教育精准扶贫还存在资源配置难优化、数字鸿沟难弥合、贫困文化传递难阻断、扶贫治理模式难转变等突出问题。结合历史研究中的四大要素与现实中的具体问题,“互联网+”促进教育精准扶贫的框架可分为四个方面:一是为拓展优质教育资源开掘了新路径,二是为弥合贫富人口数字鸿沟开辟了新渠道,三是为消除贫困亚文化复制功能创造了新方法,四是为转变教育扶贫治理方式注入新力量。运用“互联网+”促进教育精准扶贫,具体路径包括:“互联网+”改革教育供给,优化贫困地区教育资源配置方式;“互联网+”激活信息红利,弥合贫富人口数字鸿沟;“互联网+”提升文化资本,消除贫困亚文化的复制功能;“互联网+”促进多元参与,转变教育扶贫治理方式。


【英文摘要】:

The research on the relationship between education and poverty originates from the anti-poverty theory from the economic and cultural perspectives. The history of education and anti-poverty research has laid the foundation of the basic idea of poverty alleviation in education, and points out the relationship between education and poverty in market structure, population quality, cultural capital and social policy. China's targeted poverty alleviation in education is still faced with the difficulties to optimize the allocation of resources, to bridge the digital divide, to block the transmission of poverty culture, to change the governance model of poverty alleviation and so on. With the combination of four elements of historical research and the specific problems in reality, the framework of "Internet+" promoting targeted poverty alleviation in education can be divided into four aspects. First, it opens a new path to expand high-quality educational resources. Second, it opens a new channel for bridging the digital divide between the rich and the poor. Third, it creates a new method to eliminate the poverty subculture replication function. Fourth, it infuses new power for transforming the way of governance on poverty alleviation in education. Using "Internet+" to promote targeted poverty alleviation in education, the specific paths include: "Internet+" reforming educational supply and optimizing the allocation of educational resources in poor areas; "Internet+" activating the information dividend and bridging the digital divide between the rich and the poor; "Internet+" promoting cultural capital and eliminating the replication function of poverty subculture; the "Internet+" promoting diverse participation and transforming the way of governance on poverty alleviation in education.
