教育新基建的推进，在基本理论和方法论层面上存在着三个亟须回答的关键问题：何为基？新在哪？如何建？在时代变迁、技术扩散和教育变革相互交织的宏观场景中，教育新基建的“基”即奠基：为信息时代教育生产方式的变革奠定物质技术基础；教育新基建的“新”，主要体现在以新一代信息技术为支撑实现教育的数字化转型和高质量发展这一新的战略目标上；关于如何建，文章提出要以复杂系统的思维来认识并驾驭教育新基建的复杂性，把战略规划与变革管理结合起来。
【英文摘要】：
There are three key questions that need to be answered at the basic theoretical and methodological levels in the promotion of the new infrastructure for education: what is foundation? What is new? And how to build it? In the context of the change of times, technological diffusion and educational reform, the "foundation" of the new educational infrastructure is the laying of foundations, to lay the material and technical foundations for the transformation of educational production mode in the information age. The "newness" of the new educational infrastructure is mainly reflected in the realization of the new strategic goal of the digital transformation and high-quality development of education supported by the new generation of information technology. As for how to build the new educational infrastructure, this paper proposes to understand and control the complexity of the new educational infrastructure with the thinking of complex system ,combining strategic planning with change management.
