    智能时代的在线教育治理:内涵、困境与突破

智能时代,在线教育市场和行业急速发展,但也暴露出备案审查机制不健全、师资供给不平衡、教育收费不透明、市场监管难度大等弊端。如何对在线教育进行有效治理,是时代赋予我们的重要命题。在线教育治理需要构建行业、政府、学校和社会的新型关系,发挥在线教育治理主体的作用;需要从一套行业标准、四种技术支持、一体化运维平台、三大内容领域、多主体协同共治等方面构建在线教育治理框架。为此,研究从顶层设计(整体布局,系统规划)、多元共治(内外联动,精准治理)、技术赋能(数据驱动,安全保障)、平台建设(搭建平台,优化体验)、服务引领(健全机制,监督协调)等层面提出了切实推进和实现在线教育治理现代化的实践路径。


【英文摘要】:

In the Era of Intelligence, the online education market and industry have developed rapidly, but it has also exposed some disadvantages, such as imperfect record review mechanism, unbalanced supply of teachers, opaque education fees and difficult market supervision. How to effectively govern online education is an important proposition given to us by the times. Online education governance needs to build a new relationship among industry, government, schools and society, and play the role of the main body of online education governance. A framework for online education governance needs to be built from a set of industry standards, four types of technical support, an integrated operation and maintenance platform, three major content areas, and collaborative governance of multiple subjects. Therefore, this study puts forward the practical path to effectively promote and realize the modernization of online education governance from top-level design (overall layout and systematic planning), multi-faceted governance (internal and external linkage and precise governance), technology empowerment (data-driven and security assurance), platform construction(building a platform and optimizing experience), and service leading (sound mechanism and supervision and coordination).
