互联网平等、开放、共享等优势推动着教育公共服务各领域的发展,也为促进教师教育服务供给侧转型带来新契机。通过对教师教育服务供给内涵的探讨,映射出教师对优质资源全覆盖、适切服务供给全时域、科学专业服务供给全过程的新需求,揭示了由要素驱动转向创新驱动的教师教育服务供给变革趋势,并从服务理念、模式、主体、技术、质量监管等五方面转型特征进行剖析。结合国家深化供给侧结构性改革规律,发挥新技术优势,构建以“互融—互联—互通”为特征的包含服务目标导向、服务供给决策、服务环境支持的三层教师教育服务供给结构。最后,通过搭建沟通平台落实目标衔接机制,融入“数字资源券”互联网认证机制,盘活教师网络空间服务机制,数据驱动完善精准服务供给机制,探索教师智力流转与网络共享机制等服务保障的探索,以期为我国教师教育服务供给机制建设提供参考。


【英文摘要】:

The advantages of the Internet in terms of equality, openness and sharing promote the development of all areas of public services in education, and also bring new opportunities to promote the supply-side transformation of teacher education services. Through an exploration of the connotation of teacher education service supply, the study reflects teachers' new demands for full coverage of quality resources, full time domain of appropriate service supply, and full process of scientific and professional service supply, reveals the trend of change in teacher education service supply from the factor-driven to the innovation-driven, and analyses the characteristics of transformation in five aspects: service concept, model, subject, technology, and quality supervision. Combined with the law of deepening the supply-side structural reform of the country and giving full play to the advantages of new technology, a three-tier teacher education service supply structure is built, featuring " mutual integration, interconnection and interoperability ", which includes service target orientation, service supply decision-making and service environment support. Finally, a communication platform is constructed to carry out the goal-alignment mechanism, integrate the "digital resources vouchers" Internet authentication mechanism, revitalize the teachers' cyberspace service mechanism and data-driven improvement of the precise service supply mechanism, explore the teachers' intellectual flow and network sharing mechanism and other service guarantee exploration, in order to provide reference for the construction of China's teacher education service supply mechanism.
