新时代,我国教育的主要矛盾已经发生结构性变革,“公平而有质量”成为基础教育公平的发展目标。研究结合新时代基础教育公平内涵新变化及技术演进历程,提出从粗放帮助走向精准帮扶、标准化供给到多样化优质供给是信息技术赋能解决教育发展“不平衡、不充分”问题的关键价值;并基于技术手段、实施焦点、政策项目分析信息化促进我国基础教育公平发展的总体路径;立足国家层面发展路径的整体实施特征,梳理了面向区域、城乡、校际、群体等教育公平差异化需求的实践焦点和模式。最后,文章从顶层设计、资源配置、智力流转、精准帮扶与多元评估等角度提出了信息化促进新时代基础教育公平的推进策略。


【英文摘要】:

In the new era, the main contradiction of education in China has undergone structural changes, and "fairness and quality" has become the development goal of equity in basic education. Combining with the new changes in the connotation of equity in basic education and the evolution of technology in the new era, the paper puts forward that the key value of information technology to solve the "unbalanced and insufficient" problem in the development of education is to change from extensive help to precise support, from standardized supply to diversified and high-quality supply. Based on technical means, implementation focus and policy programs, this paper analyzes the overall path of informatization to promote the fair development of basic education in China. Based on the overall implementation characteristics of the development path at the national level, this paper sorts out the practical focuses and modes for the differentiated needs of education equity in regions, urban and rural areas, inter-schools and groups. Finally, the paper puts forward the strategies of informatization to promote the equity of basic education in the new era from the perspectives of top-level design, resource allocation, intelligence circulation, precise support and multiple evaluations.
