当前我国基础教育公平面临着需要同时破解均衡、优质与个性的复合难题。为借鉴国际上的成熟经验和优秀做法,研究以美国、日本和印度三国的主要政策和实践为主要分析对象,围绕着基本思路、实践行动和典型项目进行文献研究,发现各国行动主要体现为信息化基础设施建设、教育与学习资源建设与应用、支持教师专业发展、学生信息素养培养、学习模式创新探索、学习评价与成果监控等六方面,且近年来更加突出关注学习模式创新、学习评价改革与成果监控。基于上述研究发现,结合当前我国基础教育面临的难题,文章从标准持续更新、系统设计与推进项目、构建成效监管机制、加快学生信息素养培养进程、推动技术支持的评价改革与创新等方面为实现“努力让每个孩子都能享有公平而有质量的教育”新时代教育公平目标提供借鉴和参考。


【英文摘要】:

At present, the equity of basic education in China is facing the need to simultaneously crack the complex problem of balance, quality and individuality. In order to learn from the mature experiences and excellent practices of the international community, the research takes the main policies and practices of the United States, Japan and India as the research objects, and conducts literature research around the basic ideas, practical actions and typical projects. It is found that the actions of various countries mainly include: the information infrastructure construction, construction and application of education and learning resources, support for teachers' professional development, students' information literacy cultivation, innovation of teaching and learning mode, learning evaluation and outcome monitoring. In recent years, more attention has been paid to the innovation of learning mode, the reform of learning evaluation and outcome monitoring. Based on the findings and combined with the current challenges faced by China's basic education, this paper provides some reference, such as continuous updating of standards, system design and promotion of projects, construction of effectiveness supervision mechanism, acceleration of training process of students' information literacy, and promotion of evaluation reform and innovation of technical support, in order to realize the goal of education equity in the new era-making every child enjoy fair and quality education.
