资源作为教育信息化的核心内容决定了信息化的水平,成为推动教育系统性变革的关键要素。实践也充分证明了教育资源共建共享对促进教育公平、推动教育均衡发展、提高整体教育质量具有重要意义。文章梳理了不同领域资源共建共享的现状,总结了目前资源共建共享的两种途径,同时指出了资源建设和应用过程中存在的问题;以此为基础结合《教育信息化2.0行动计划》和“互联网+”时代特点,对“互联网+”时代资源的变化和资源建设的新模式进行了分析,提出了“互联网+”背景下,教育资源的互联网化、生成性、多元化等特点,并提出了新的资源观;探讨了以市场为主导的资源建设机制,多主体参与的教育资源建设和服务模式以及相应的技术支撑和政策保障体系建立,为推动优质资源共建共享,真正实现大资源服务模式提供参考。


【英文摘要】:

As the core content of educational informatization, resources determine the level of informatization and become the key factor to promote the systematic reform of education. The practice also fully proves that the co-construction and sharing of educational resources is of great significance to promote educational equity, promote balanced development of education and improve the overall quality of education. Firstly, this paper sorts out the current situation of resource co-construction and sharing in different fields, summarizes two ways of resource co-construction and sharing at present, and points out the problems existing in the process of resource construction and application. Then, combined with the "Education Informatization 2.0 Action Plan" and the characteristics of the "Internet +" era, this paper analyzes the changes of the resources and the new model of resource construction in the era of "Internet +". In the context of the "Internet +", both the characteristics of educational resources such as Internalization, generation and diversification and a new view of resources have been put forward. Finally, this paper discusses the market-oriented resource construction mechanism, the multi-subject educational resource construction and service mode as well as the establishment of the corresponding technical support and policy guarantee system, so as to provide reference for promoting the high-quality resources co-construction and sharing and truly realizing the large-scale resource service mode.
