施行学校首席信息官(CIO)制度对于建立健全教育信息化可持续发展机制具有重要意义。当前人们对于学校CIO制度究竟要“建什么”和“如何建”两大基本问题的认识还不够清楚。因此,有必要从制度构建视角对学校CIO制度进行深入分析和研究。首先,研究在考察各学科有关制度认识内在一致性的基础上,对学校CIO制度进行本质把握和操作性定义;其次,整合相关基础性要素构建了学校CIO制度框架,并对制度要素进行逐一剖析;最后,提出了学校CIO制度的建设路径。研究认为:(1)学校CIO制度是为了实现学校教育信息化战略目标而形成的,以CIO职位为核心的信息化组织架构以及相关运行标准和规范。(2)完整的学校CIO制度框架分为目标层、核心层、基础层三个层次,包括制度目的、CIO职位、信息化组织机构、相关运行机制、信息化文化与认知等要素。(3)唤醒制度自觉、树立制度自信、坚持制度理性、培育制度文化是做好学校CIO制度建设的有效路径。


【英文摘要】:

The implementation of school chief information officer (CIO) system is of great significance to the establishment and improvement of the sustainable development mechanism of educational informatization. At present, two basic issues (i.e., "what to build" and "how to build" ) of school CIO system are not clear enough. Therefore, it is necessary to conduct in-depth analysis and research on the school CIO system from the perspective of system construction. Firstly, on the basis of investigating the internal consistency of the understanding of institutions in various disciplines, this study focuses on the essence and operational definition of school CIO system. Secondly, the system framework of school CIO is constructed by integrating relevant basic elements, and the system elements are analyzed one by one. Finally, this study puts forward the construction path of school CIO system. The research indicates that (1) the school CIO system is formed to achieve the strategic objectives of educational informatization in school, which is an information organization structure with CIO position as the core and related operating standards and specifications. (2) The complete framework of school CIO system is divided into three layers: the target layer, the core layer and the base layer, including institutional purposes, CIO position, information organization, relevant operating mechanism, information culture and cognition etc. (3) It is an effective way to build school CIO system well to awaken the system consciousness, establish the system confidence, adhere to the system rationality and cultivate the system culture.
