【中文摘要】:

智能化时代,借助智能技术完善教育服务监管体系,促进教育治理现代化,是一个全新而重要的时代命题。文章首先探讨了教育服务监管体系存在服务质量参差不齐、热点难点问题没有解决、制度化建设滞后、标准缺失、顶层设计不足等问题;其次,从一个行业标准(涉及需求、行为和内容)、四大技术(物联网、大数据、人工智能、云计算)、三大领域(微观、中观和宏观)、四大内容(教育服务质量、教育服务规范、教育服务安全和教育服务诚信)、五大主体(政府、学校、社会、师生和家长)以及三类数据(结构化数据、半结构化数据和非结构化数据)等方面构建了新型教育服务监管体系框架。最后,提出了实现智能化时代新型教育服务监管体系的四大路径,即实施制度优化工程,构建多元化监管评估体系;实施平台建设工程,建立透明、公正的大数据监管平台;实施服务引领工程,优化结构,实现精准化监管;实施顶层设计工程,整体规划、完善机制。


【英文摘要】:

In the era of intelligence, it is a brand new and important proposition to improve the supervision system of education services and promote the modernization of education governance with the help of intelligent technology. This paper first discusses the problems existing in the supervision system of education services, such as the uneven quality of services, the unresolved hot and difficult issues, the lagging of the construction of institutionalization, the lack of standards, and inadequate top-level design. Then, this paper establishes a new supervision system framework of education services from an industry standard (relating to the demand, behavior and content), four technologies (Internet of things, big data, artificial intelligence, cloud computing), three areas (town micro level, provincial medium level and national macro level), four major contents (quality, standards, security and integrity), five main bodies(government, school, society, teachers, students and parents) and three types of data(structured data, semi-structured data and unstructured data) . Finally, four approaches to realize the new supervision system are proposed, namely, implementing the system optimization project to build a diversified regulatory evaluation system; implementing the platform construction project to establish a transparent and fair big data supervision platform; implementing the service leading project to optimize the structure, and realize the precise supervision; and implementing the top-level design project to generate an overall planning and improve the mechanism.
