教育信息化绩效评价是测度教育信息化建设与发展水平的重要手段和途径。教育信息化2.0框架中对信息化绩效考核也提出了相应的变革要求。文章在对国内外教育信息化评价体系进行系统梳理的基础上,深入分析了教育信息化从1.0跃升到2.0后的绩效评价理念和标准分类体系,结合信息化2.0下绩效评价的成本、可用性、效率和效用等四个维度,对教育信息化2.0的九个关键因素和“三全两高一大”的基本目标进行对应分析,构建了教育信息化2.0绩效评价关键因素解释结构模型;结合即时评价和长效评价机制,构建了融目标层、中间层和指标层为一体的指标体系;运用层次分析法对指标进行了权重赋值,使得该指标体系更具可行性和操作性。


【英文摘要】:

The performance evaluation of educational informatization is an important approach to measure the construction and development level of education informatization. In the framework of education informatization 2.0, the corresponding reform requirements for informatization performance appraisal are also put forward. Based on a systematic review of the evaluation system of educational informatization at home and abroad, this paper deeply analyses the concept of performance evaluation and the standard classification system of educational informatization after it jumps from 1.0 to 2.0. Then, combined with the cost, availability, efficiency and utility of performance evaluation under informatization 2.0, this paper analyzes nine key factors and the basic goal of educational informatization 2.0, and constructs a key factor interpretation structure model of performance evaluation of educational informatization 2.0. Finally, this paper builds an index system integrating target layer, intermediate layer and index layer on the basis of the mechanism of immediate evaluation and long-term evaluation. Moreover, the analytic hierarchy process is used to assign weights to the index, which makes the index system more feasible and operable.
