    教育信息化战略比较研究 ——基于美、英、澳、日、新五国的国际比较

2015年《仁川宣言》等国际教育规划相继发布,为世界构建了十五年后的全球教育愿景,而如何通过教育信息化实现此愿景则成为我国需面对的重大议题。文章通过文献和比较的方法,解读了美国、英国、澳大利亚、日本和新加坡等国际先行者的教育信息化战略,分析了其在推动教育改革、重塑教育形态的共同特质。研究发现:五国教育信息化战略重心和实践发展都沿着“设施建设—资源开发—队伍培训—应用提升—教学变革”的建设逻辑,并最终通过对学生学和教师教的变革而重塑教育形态。在此基础上,文章从主题制定、结构设计、目标指向、实践应用、评价标准等五方面总结了五国教育信息化战略制定和推进过程中可借鉴的经验,为我国教育信息化战略的制定和实施提供参考。


【英文摘要】:

The successive publications such as "INCHEON DECLARATION" in 2015 have designed a global educational picture for the world in 2030. And how to realize that through educational informatization has become a major issue in China. Through literature review and comparative analysis, this paper expounds strategies of educational informatization adopted by five international forerunners---the United States, Britain, Australia, Japan and Singapore, and analyzes their common characteristics in promoting educational reform and reshaping educational forms. The research shows that the strategic focus and practical development of education informatization in five countries follow the similar construction path, that is "infrastructure construction - resource development - teachers training - application upgrade - teaching reform", and reshaping education form through reforming students' learning and teachers' teaching. Based on what have been discussed, this paper summarizes the experience of five countries during strategy formulation and promotion in education informatization from five aspects, namely theme formulation, structural design, target orientation, practical application and evaluation criteria, which provides reference for formulating and implementing strategies of education informatization in China.
