如何优化数字教育资源供给结构,推动供给侧改革,是教育信息化发展亟待解决的问题。文章依托中国移动科研基金项目,通过理论研究、问卷调查与实地访谈,梳理了国内当前数字教育资源供给的基本模式与特征,提出了“基础性资源、市场性资源、开放性资源和校本化资源”的分类框架,通过调查数据分析了当前数字教育资源供求契合度、资源服务机制等存在的问题,提出了推动资源供给侧结构性改革的建议:完善国家数字教育资源公共服务体系,提升体系内资源服务能力;推动数字教育资源多中心供给,构建资源增长新动力、新机制;建立以服务为中心的资源生态,增强供给侧结构对需求变化的适应性;加快新兴技术探索,实现资源服务模式与供给手段创新。


【英文摘要】:

ow to optimize the supply structure of digital educational resources and promote supply-side reform are the problems to be solved in the development of educational informationization. Based on the MOE-China Mobile Research Fund project, this paper combs the basic patterns and characteristics of current digital educational resources supply in China through theoretical research, questionnaire surveys and field interviews, and puts forward the "classification framework of basic resources, market resources, open resources and school-based resources". Through the survey data, this paper analyzes the fit of current digital educational resources supply and demand, the mechanism of resources service and other issues, and puts forward some suggestions to promote the structural reform of the supply side of resources, including improving the public service system of national digital educational resources to enhance the resource service capability within the system; promoting the multi-center supply of digital educational resources to build a new mechanism for new growth of resources; establishing a service-centered resource ecosystem to enhance the adaptability of supply-side structure to changes in demand; accelerating the exploration of emerging technologies to achieve the innovation of service models and supply means.
