教育作为反贫困最直接、最有效的策略,在增加收入、形成人力资本、提升个体可行能力、改善贫困文化等方面有着不可替代的作用。文章通过梳理教育贫困的基本概念,明确教育贫困独立于其他贫困的表现形式主要体现在基本内容、空间结构、深层内涵等三个层面,其成因主要来自经济贫困、文化贫困、教育自身贫困等;探讨了教育贫困是社会贫困产生的重要根源,与经济贫困存在恶性循环的关系,并在教育信息化促进教育精准扶贫的内在依据与外在条件的基础上,提出教育精准扶贫对教育信息化的价值取向目标的三个层次:解决贫困地区教育资源匮乏的问题、提高贫困对象的职业技能水平、提高个体可行能力,改善贫困地区的贫困文化。


【英文摘要】:

Education, as the most direct and effective strategy for anti-poverty, has an irreplaceable role in increasing income, forming human capital, improving individual capability and improving culture. This paper combs the basic concept of education poverty and clarifies that education poverty is independent of other forms of poverty in three aspects: basic content, spatial structure and deep connotation. The causes of education poverty are mainly from economic poverty, cultural poverty and education itself poverty. This paper shows that education poverty is an important root of social poverty, and there is a vicious circle of relationship between education poverty and economic poverty. On the basis of internal basis and external conditions of education informationization promoting targeted education poverty alleviation, this paper presents three levels of the value orientation goal: solving the problem of shortage of educational resources in poverty-stricken areas, improving the level of vocational skills of the poor, and improving individual capability and the culture in poverty-stricken areas.
