以1989—2016年间我国国家层面的教育信息化政策文本为研究对象,运用文献研究法、文本分析法、TF-IDF算法和聚类分析法等,探讨了我国教育信息化政策发展的历史变化轨迹。从文本和内容分析的角度,揭示了我国教育信息化政策演进的三个发展阶段:初步起始阶段(1989—2000年)、迅速发展阶段(2001—2010年)和全面推进阶段(2011—2016年)。通过提取关键词、确定重要词语和主题聚类方法,讨论了教育信息化政策的演进特征和主题关注度,从而为我国过去27年来的教育信息化政策演进勾勒了一幅意义图景。

Based on the texts of the policy of ICT in Education at the national level in China from 1989 to 2016, this paper explores the historical changing trajectory of the policy of ICT in education by using literature research, text analysis, TF-IDF algorithm and clustering analysis. From the perspective of texts and content analysis, this paper reveals three developmental stages of the evolution of ICT in education in China, discusses the evolution characteristics and thematic focuses of the policy of ICT in education through extracting keywords, determining important words and topic clustering, which forms a meaningful picture for the evolution of the policy of ICT in education in the past 27 years in China.
