教育信息化“十三五”规划提出了“不断扩大优质教育资源覆盖面，优先提升教育信息化促进教育公平、提高教育质量的能力”的要求，然而东西部、城乡间的数字差距和发展不均衡的情况仍然存在。本研究遴选我国东西部的薄弱地区，以北京、厦门、成都、银川以及海东等五地40所郊区学校为例，通过问卷调查法、访谈法、考察及资料查阅法，对学习环境建设、教师和学生信息技术能力现状进行座谈与研究和分析，发现目前薄弱地区教育信息化建设的问题主要是数字化教学资源尚未形成常态化的应用模式；教师在信息技术与课堂教学融合的理论和方法方面存在困惑；学生处理、生成、分享信息的主动性和有效性较弱。最后针对这些问题提出了相应的建议。

The 13th Five-Year Plan for Education Informatization proposes" expanding the coverage of high-quality education resources, giving priority to improving the capability of education informatization development trend of online education covers both macro and micro aspects. The macro aspect includes setting up the Internet education thinking, returning to service standard, establishing credit banks and connecting the national education system, while the micro aspect contains market segmentation and verticalization, diversification and push of educational resources, the mobilization and ubiquity of teaching activities, the intellectualization and differentiation of learning services, the shifting of business model to C2B and O2O20, and the clarity and pluralism of profit models.
