    耶鲁大学在线教育发展战略研究 ——基于耶鲁大学在线教育委员会系列年度报告的分析

在线教育是当前国际高等教育发展的新趋势、新动向,并且成为各国高等教育深化改革、提高质量和提升国际竞争力的重大举措。高校如何顶层设计、系统规划与实施在线教育发展战略,以保障在线教育可持续发展,成为亟待研究的重大问题。文章运用政策分析法对耶鲁大学近年来发布的系列在线教育发展战略报告的出台背景、主要内容及其实施与成效等进行了系统分析,结果发现:以渐进式政策指导在线教育的发展、将优质在线教育作为大学整体发展的重要推动力、以不断推进在线教育与传统教育的深度融合为主线、将教师作为在线教育可持续发展的核心资源、以高校内部多部门共同参与的协作机制为支撑,是耶鲁大学在线教育发展的基本特征。


【英文摘要】:

Online education has become a new trend of the development of international higher education, and all countries take it as an important measure to deepen the reform, improve quality and improve international competitiveness of higher education. How to design, plan and implement online education development strategy in universities and colleges to ensure the sustainable development of online education has become a major problem. This paper adopts policy analysis to systematically analyze the background, main contents, implementation and effectiveness of series online education development strategy reports issued by Yale University in recent years. The results indicate that in Yale University, the development of online education is guided by progressive policy; the high quality of online education is treated as an important driving force for the overall development of the university; to promote the deep integration of online education and traditional education is a main concern; teachers are regarded as the core resource for the sustainable development of online education and a cooperative mechanism of multiple departments is built up to support online education.
