    现代教育治理视域下高校信息化建设 推进机制研究

推进机制建设的落伍已明显掣肘高校信息化创新发展,教育治理理念为信息化推进机制建设开辟了新的视野。文章从教育治理与教育信息化的关系入手,阐述了加快高校信息化推进机制建设的必然性,构建了“外部参与治理机制—内部建设治理机制—治理绩效评价机制”的分析框架,并基于该分析框架提出了当前阶段高校信息化推进机制建设路径,主要包括:加快推进教育信息化立法;建立省级教育信息化管理中心和专家智库;建立第三方评价标准以及利益攸关方参与治理的有效渠道;高校要坚定治理理念,积极推进信息化组织机构优化与重构,强化配套制度建设,并及时开展信息化治理绩效自我评价等。


【英文摘要】:

The outdated propulsion mechanism has obviously restricted the innovative development of informationization in colleges and universities, and educational governance has opened up a new vision for the construction of informationization. This paper starts with the relationship between educational governance and informationization, elaborates the necessity of speeding up the construction of propulsion mechanism, constructs an analysis framework of "external participation governance mechanism, internal governance mechanism and governance performance evaluation mechanism", and puts forward a construction path of promotion mechanism for informationization. The path mainly includes accelerating the legislation of educational informationization, establishing provincial educational informationization management center and expert think tank, and constructing the third party evaluation criteria and effective channels for stakeholders to participate in governance. Moreover, colleges and universities should firm the ideas of governance, promote the optimization and reconstruction of organizations actively, strengthen the construction of supporting system, and carry out self-assessment of governance performance in time.
